Ohio-Licensed & Biblically Grounded
Bishop Neal is licensed to perform marriages in the State of Ohio. A.C.T.S. Ministries performs only those ceremonies that are consistent with the biblical design for marriage — the covenant union between one man and one woman, as established by God in Scripture. We share this clearly so that every couple we serve knows exactly what to expect and can make the right choice for their ceremony.

Vow Renewal
Celebrate the journey you have shared and recommit to the road ahead. Vow renewal ceremonies are a beautiful way to honor a milestone anniversary or simply reaffirm your love before God.
Simple & Intimate Ceremony
Not every couple wants a large production. We offer simple, heartfelt ceremonies for those who want something meaningful, personal, and free of unnecessary complexity.
Elopement
Planning to elope? We will meet you where you are — literally. We travel to your chosen location and officiate a private, intimate ceremony that is just as meaningful as any grand celebration.

We begin with a free consultation to learn about you, your vision, and your timeline. This is a no-pressure conversation.
Ceremony Planning
We collaborate with you to craft a ceremony script that reflects your story, your faith, and your preferences.
Rehearsal (Optional)
For larger ceremonies, we offer a rehearsal walkthrough to ensure everyone feels confident and prepared on the day.
Your Ceremony
We arrive early, prepared, and fully present — ready to lead your ceremony with the care and reverence it deserves.
Service Area
Bellefontaine and Marysville, Ohio
Extended service available in Dublin, Columbus, and Whitehall upon request. Travel fees may apply outside the primary service area. All ceremonies must take place within the State of Ohio.
